Item A rule based expert system for diagnosis of fever(International Journal of Advanced Research, 2013-09) Tunmibi, Sunday; Adeniji, Oriyomi; Aregbesola, Ayooluwa; Dasylva, AyodejiThis paper deals with the design and development of a rule based expert system for diagnosis of fever, a common health disorder among Africans. This system interacts with users with plain English language based on some arranged rules. These rules, which are a typical collection of if/then rules, are extracted from experts in the medical fields in Nigeria. Using these rules, a knowledge base was designed for the expert system. Some programming codes were also written in VB.Net for making deduction of new facts from rules in the knowledge base. It is believed that this design can help to reduce the congestion we often see in our hospitals by providing solution for sick patients, irrespective of their locations.Item Access to Information as a Veritable Strategy for Successful Entrepreneurship in a Developing Country(IOP Conference Series: Materials Science and Engineering, 2019) Okocha, F.; Eyiolorunshe, T.; Idiegbeyan-ose, J.; Aregbesola, Ayooluwa; Owolabi, S.The paper discussed information access as a useful strategy for successful entrepreneurship in a developing country. It started with the general introduction of the concept information and the role of information in entrepreneurship. It further discussed the strategic role of information access by entrepreneur in Nigeria as compare to other developed countries. It further highlighted the nexus between information and entrepreneurship, it also discussed the challenges of information provision to entrepreneur in Nigeria to include poor infrastructures, unreliable power supply, lack of internet access in most public libraries in developing countries among others, based on these discussion, it was concluded and recommended that the challenges so listed should be addressed in bridging the digital divide, and provision of infrastructures by government and other stake holders that are concerned. This will enable the entrepreneurs in developing countries measure up with those in developed countries and at the same time reduce unemployment and increase the Gross National Product of the country. Keywords: Access to Information, Entrepreneurship, Information Provision, Developing Country, Nigeria.Item Accessing Indigenous Knowledge Resources in Libraries and the Problems Encountered by Librarians Managing IK in Oyo State, Nigeria(Digital commons (UNL), 2013-10) Adeniyi, Adegbilero I.; Subair, Roselyn E.In this era of knowledge economy, a time where it is difficult to ignore any type of knowledge system, it is incumbent on librarians and libraries to reduce the gap between the use of indigenous knowledge owned by local people and the western scientific knowledge. The library for users is a democracy, and there is no reason it should enhance apartheid among knowledge systems and/or resources. LIS professionals all over the world have demonstrated commendable initiatives managing IK though not without attendant challenges. This paper reports the study of how libraries in Oyo State, Nigeria provide access to IK resources and the problems encountered managing them. The descriptive survey was employed. Data was collected using self-designed questionnaire for the project; and analysed using SPSS. It was found that IK resources were not adequately represented in libraries in Oyo State. The study discovered that special, academic and public libraries have differing means by which they provide access to IK resources. While special and academic libraries catalogue and organize their resources, have a separate section created for them within the library public libraries do not. Also, while public libraries network with institutions to share IK resources, special and academic libraries do not. It was moreover found that none of the libraries provide access to IK using public access database nor own a digital library for borderless access to IK resources. Librarians however encounter challenges managing IK. It is however recommended that libraries should up the game in providing access to IK resources.Item Accreditation issues for library and information science schools(JAIST, 2007) Nkiko, Christopher; Yusuf, Felicia O.Purpose: The paper examines the issue of accreditation, types, status and ethical considerations in Library and Information Science, with reference to other professions as a model to adopt. Design/Methodology/Approach: The paper began by defining the concept of accreditation, objectives and types. It went further to discuss issues and status of accreditation with disciplines in Nigeria, Lessons from other disciplines in connection with there professional standards. It finally enjoined the Nigeria Library Association (NLA) and Librarian Registration Council of Nigeria (LRCN) to borrow a leaf from other developed countries to help ensure standards in the profession. Findings: from the paper accreditation is said to be a process by which institutions or programmes continuously update their educational standard through evaluation programme and institutional accreditation are the two types we have, some of the objectives of accreditation are: to stimulate and integrate the efforts of institutions to evaluate the standards of education; to strengthen the capabilities of the educational institutions for service to the nation; and to identify educational institutions that meets stated criteria for academic quality. In Nigeria, the National University Commission (NUC) is responsible for the accreditation of Library and Information Science (LIS) Schools, unlike in United Kingdom (UK) United State of America (USA) and Australia where professional bodies are chiefly responsible for the accreditation of LIS Schools. Other professional bodies in Nigeria like Nigeria Institution of Architecture, the Council of Legal Education, the Medical and Dental Council of Nigeria and Chartered Accountants of Nigeria participate actively in the accreditation of their professions. It is therefore suggested that NLA and LRCN should live up to their responsibility by participating in the accreditation exercise of LIS Schools, provide parameter for recognition of the degrees and empower librarians and LIS Schools with adequate skills and competence to compete globally. Practical Implication: The NUC should incorporate NLA and LRCN to implement the stipulated standards for accreditation of LIS Schools. Originality: Its originality is in the writers’ analysis of accreditation issues in LIS Schools in Nigerian Universities, as against what is done in some other countries vis-à-vis other professions NLA, LIS School, NUC and LRCN have much lessons and information to gain from the work.Item Achieving the 4IR University Library in Sub- Saharan Africa: Trends, Opportunities, and Challenges(Folia Toruniensia, 2021-08) Nkiko, Christopher; Okuonghae, OmorodionThe paper examined the university library in the Fourth Industrial Revolution (4IR) and the preconditions for achieving and sustaining the same in Nigeria. 4IR is characterized by a level of automation, deployment of emerging technologies and artificial intelligence, internet connectivity and accessibility to the global information network, subscription to reputable online databases, quality and comprehensive collection in diverse formats, preponderance of digital natives among patrons, increased demand for seamless access to online resources and virtual operations, new library spaces (learning commons, research commons and makerspace), open scholarly communication, research data management, social mediation applications, digital curation and preservation. The challenges militating against effective crystallization of 4IR university libraries include: financial constraints, inadequate infrastructure, resistance to change, inadequate skills and competencies, security and intrusion issues, lack of exposure to international standards.Item Adoption of Library Management System: Motivation and Challenges in Developing Countries(International Conference on Information Management (ICIM), 2019-03) Aregbesola, Ayooluwa; Eyiolorunshe, Toluwani; Idiegbeyan-ose, Jerome; Yusuf, Felicia; Owolabi, Sola; Okocha, FolukeThe purpose of this paper was to discuss adoption of library management system, motivation and challenges in developing countries. It started with the introduction of the concept, it further discussed the trend in the adoption of library management system in the developing countries. The paper also highlighted the factors influencing the adoption of library management system in developing countries, it also discussed the motivating factors in adopting library management system to library services. The paper further pointed out the challenges in adopting LMS in developing countries, such as prolonged adverse economic conditions, limitations in budgetary provision, infrastructural and political challenges facing these countries as well as inadequate technical-know required for the deployment and usage of modern working tools and technologies involved within LMS. Based on these, the paper concluded and recommended that there should be adequate planning, preparation and consultations before embarking on the adoption of a software for LMS, regular training and retraining should be conducted for library personnel on the use of the software, institutional support and the reputation of the company that developed the software should also be considered among others. This chapter explores how Massive Open Online Courses (MOOCs), can be used as continuing professional development of a librarian. This chapter narrates how MOOCs may offer a librarian an opportunity to upgrade their skills or further their education. It explains the benefits and challenges of the adoption of MOOCs for continuing professional development in developing countries and how this can be applied in developing economies. The major benefits of MOOCs to librarians are to help in professional and personal learning, but most librarians who wish to experience progressive career-development are yet to ascertain this fact. The chapter concludes that librarians have the opportunity to leverage this technology to improve their relevant professional skills in the 21st century. It is also established that the adoption and use of MOOCs among professional librarians in Africa is low as in advanced countries.Item Adult Education and Lifelong Learning: The Indispensability of Libraries(College of Business and Social Sciences, Crawford University, 2013-09) Nkiko, ChristopherThe paper considers the widespread recognition that learning is not merely confined to the different stages that are associated with the early periods of life but rather spans through life. It emphasizes the importance of the library to adult education, noting that the quality and credibility of adult education as well as lifelong learning opportunities in a country is determined by the robustness of library services available in that country. The paper further highlights the point that public libraries in Nigeria are severely flawed as agencies of education and social development as they virtually non- existed in the rural and urban marginal areas. Even in the few urban centres where they exist, their services are undermined by poor funding and obsolete as well as inadequate stocks. The paper thus notes that this has great repercussion for adult learning in the country since a quality library service is pivotal to any meaningful adult education and lifelong learning programs. It concludes that in order to be effective and act as a catalyst to quality education, especially for adult learners, the public library must evolve to mirror vitality of good library service and sustain the interest of its users.Item An Evaluation of Open Access Repositories in Preserving Digital Resources in Academic Libraries in South-West Nigeria(LISCON, 2025) Ogungbenro, O. EsseIn the 21st Century with the advent of technology, there is a high rate at which academic research is being generated and disseminated. Therefore, it is important that information generated and disseminated are preserved digitally for posterity. Open Access Repositories (OARs) have become critical tools for ensuring research accessibility and sustainability, therefore, this study focused on OARs in preserving digital resources in academic libraries in South-west,Nigeria. This study adopted the descriptive survey research design and 15 academic institutions with open access repository were randomly selected from the six states in South-West, Nigeria. The population comprised 88 repository manager, system librarians, ICT library staff and librarians involved with institutional repository in the 15 academic institutions and used a questionnaire for data collection that was analysed.. The result showed that DSpace and EPrints are the most used repository software platforms, PDF and DOC/DOCX are the most used digital file format. The implementation of international digital preservation standards was generally low and most of the libraries rely only on migration and standard usage as their preservation strategies. Lack of funding, irregular power supply, poor internet connectivity and software or hardware obsolescence were the major challenges. Preservation of resources in OARs is very important. Therefore, university management and government should invest in stable power infrastructure and also prioritise financial support for digital preservation.Item Analysis of health information sources available to rural farming households in Ondo state, Nigeria(Journal of Agriculture, Forestry and the Social Sciences, 2013) Odefadehan, Oluwaseun O; Ale, A.B .This study identified various health information sources at the disposal of the rural farming households in nine selected Local Government Areas (LGA) of Ondo state, Nigeria. The perceived characteristics of the identified health information sources was also examined. The study determined how these perceived health information characteristics influenced the adoption of three selected public health programmes (Family planning, Immunization and Roll Back Malaria). Data from 272 households were analysed using both descriptive and inferential statistics. The result of the analysis showed that majority of the respondents indicated radio as the first source of information about the three health programmes. For example, radio was the first source of information about Family Planning (71.0% of the respondents). There was no significant relationship between adoption of (Family planning, Immunization and Roll Back Malaria) and the first source of information about these public health programmes. It was recommended that stakeholders in the development of rural public health programmes should take advantage of radio as a means of health information dissemination and ensure it is strengthened for sustained use.Item Analysis of Mechanical Engineering Research Activities Using Bibliometric Method: A Case Study of Undergraduate Projects(Journal of Mechanical Engineering and Technology, 2018) Osueke, Christian O; Idiegbeyan-ose, Jerome; Eyiolorunshe, Toluwani; Aregbesola, Ayooluwa; Owolabi, SolaThis study investigated the citation pattern of Mechanical engineering students in Landmark University, Nigeria. research projects submitted from 2015 to 201 projects were examined one after the other and the different types of cited materials were recorded according to the year. It was discovered that the citations was high and multiple authored projects accounted for the that the citations on the projects increased on yearly basis. It was also revealed that journal articles accounted for the highest number of cited documents, it was also revealed that most of the cited materials ar that the students preferred to cite multiple authored materials, it was also discovered that the degree of collaboration by the students varies. Based on this research, the paper concluded that researchers should research so as to improve the research output of the undergraduate projects.Item APPLICA APPLICATION OF IC TION OF ICTS IN FEDERAL UNIVERSI S IN FEDERAL UNIVERSITY LOKOJA LIBRARY(University of Nebraska - Lincoln, 2023) Aregbesola, Ayooluwa; Omale, Juliet; Yahaya, DaudaThis research study, application of ICT in newly Established Federal University Library in Nigeria; a case study of Federal University Lokoja. The research was guided by five research questions. Survey research method was used and questionnaire was the instrument for data collection. Mean scores where used to analyze the data generated. From the analyzed data, it was discovered that ICTs are averagely applicable though it has enormously benefited some library services in Federal University Lokoja, Library. The challenges identified were inadequate ICT facilities, Epileptic power supply and poor network facilities. In consonant with the vision of Federal University Lokoja Library, the library management has fully embraced the use of ICT in information handling and services so as to fit in with the ICT drive of the 21st century. Based on the findings it was recommended that there should be financial assistance from both government and nongovernmental bodies, for effective and efficient power supply, there should be a supplementary standby generator to ensure the continuity of work in the case of power outage, every division in the library should be completely automated in order to facilitate and create an avenue for effective service delivery and computer training and re-training programs should be organized from time to time to assist librarians who do not have knowledge in computer skills as this will aid awareness of computer potentials and capabilities. It started with the introduction that enable libraries to serve patrons efficiently, it also enhances collaborations, engenders participation, promotes interaction and creates an environment for openness in libraries. It further discussed some of the web 2.0 technology in library and information centres such as blogs, Rich Site Summary (RSS), instant massager, social networking sites, among others. The paper also highlighted challenges faced by developing countries libraries in application of web 2.0 technology such as digital divide, Inadequate ICT infrastructure, lack of policies to support Web 2.0, inadequate staff capacity, lack of maintenance culture, among others. Based on this discussions, the paper concluded and recommended policies of web 2.0 should be formulated and implemented, the government should provide adequate ICT infrastructures for libraries in developing countries, government and other institutions should try as much as possible to bridge the digital gap. Keywords: Web 2.0, Information Technology, Library and Information Centres, Developing Countries,Item An Appraisal of Emerging Issues in the Law and Practice Relating to Bail, Bondspersons and Forfeiture of Recognizance in Nigeria.(2021) Udemezue, Sylvester C.; Ojeih, Chukwunye AugustaA basic constitutional right of a suspect who is held in the custody of any law enforcement agency, on allegations of commission of any offence not punishable with death, or who is arraigned in court on criminal charges, is the right to bail. This right is predicated on the principle that any person accused of or charged with the commission of a criminal offence is presumed innocent unless and until his guilt is proven beyond reasonable doubt in a court of law. Thus, every person suspected, accused of or charged with commission of a crime may be admitted to bail, pending the final determination of the case against him. In exceptional circumstances, bail may be granted also to a person who has been found guilty of a criminal offence, pending the determination of his subsisting or proposed appeal. Actual grant of bail by a court of law is discretionary which discretion must be exercised judicially and judiciously, and more often than not, an order granting the accused person bail is made either unconditionally or subject to some conditions usually referred to as the terms of bail, which may include self-recognizance, entering into a bond, deposit of money or production of some surety, sureties or bondspersons. Depending on the circumstances and the disposition of the court, these conditions are considered necessary in order to guarantee the availability of the accused person to face his trial, until the final determination of the charge against him. Where an accused person who is granted bail upon production of sureties or bondspersons, jumps bail, there is an obligation on the part of the surety/bondsperson to produce the accused person; else the surety may be liable to show cause before the Police or the court why the surety should not be made to forfeit the recognizance he entered into as a condition for admitting the accused person to bail. A lot of controversies and confusions has has arisen from the practice and use of bondspersons, the abscondment of an accused persons who is on bail, the practice of revocation of bail and forfeiture of recognizance in Nigeria. This paper is aimed to explain as well as examine the law and practice as they relate to grant of bail to suspects in the custody of law enforcement agencies, persons charged to court on commission of criminal offences, the use of recognizance, sureties or bondspersons in Nigeria, jumping of bail and and the concept of forfeiture of recognizance in Nigeria. The aim of the authors is twofold; to clarify the law and principles for the benefits of all practitioners and stakeholders in criminal justice administration, and to examine the practical application of the law in this filed with a view to determining to what extant the practice in Nigeria is in tandem with extant law, reasonableness, and modernity as well as the extent of conformity of the law in Nigeria to international best practices.Item Assessing E-Learning Tools in an Academic Environment: A Study of Availability and Use among Undergraduate Students in a Nigerian University(International Journal of Progressive Education, 2015-06) Ifijeh, Goodluck; Osinulu, Ifeakachuku; Esse, Ugwunwa C.; Adewole-Odeshi, Egbe; Fagbohun, MichaelThis study investigated the availability and use of e-learning tools as emerging paradigms in Covenant University, Nigeria. The study population comprise of 7000 undergraduate students, out of which 1000 was used as sample. Questionnaire was used as data collecting tool for the study. A total of five hundred and eleven questionnaires were filled and returned. The study revealed that an appreciable number of e-learning tools were available and in use in the University. Notable among them is an electronic learning management system - Moodle. Most of the respondents (61.8%) indicated that they used the e-learning tools mostly for downloading lecture notes. The study further revealed that there was no significant relationship between students' level of study (class) and their use of elearning tools. Also, no significant relationship between use of e-learning tools and academic performance was established. Majority of the respondents (54%) identified inadequate internet access as the biggest challenge to students' use of e-learning platforms. The study was concluded with recommendations that could enhance the use of e-learning platforms in Universities in Nigeria. A.; Sunmonu, L. A.; Adabanija, Moruffdeen A.; Omidiora, J. O.; Emetere, M. E.; Joel, E. S.; Ijeh, Victor; Esse, Ugwunwa C.Concentrations of radioelements in a flood plain of Crystalline Basement Complex are determined, with the aim of assessing the radiogenic heat produced in the study area. Ten soil samples are collected for analysis using Inductively Coupled Plasma Mass Spectrometry technique from ACME Laboratories. The radiogenic heat contributions by each radioelement in the flood plain varied from 95.70 to 393.37 ρw/kg; 71.68 to 642.56 ρw/kg; and 0.0088 to 0.0188 ρw/kg for uranium, thorium and potassium respectively. However, the total radiogenic heat production varied from 167.39 to 1034.9 ρw/kg, with thorium being the major contributor to the total heat generated in the study area. Nine locations in the study area are characterized by Low Heat Potential (LHP), while the remaining one is characterized by Moderate Heat Potential. On average, the study area could be classified as LHP, which is in agreement with some of the studies in crystalline terrain of Nigeria.Item Attitude of Junior and Senior Post-primary School Students in Ado-odo/Ota Local Government Area of Ogun State to The Use of Library and Library Materials and The Successes They Achieve in Examinations(Delhi Library Association, 2014-06) Esse, Ugwunwa C.The research focused on the use of libraries by students of post-primary schools in Ado-Ota Local government Area of Ogun State with particular reference to private and public schools. The study was limited to the students in the senior classes. It is inevitable to say that the foundation giving as regards the process of teaching/ learning goes a long way in the formulations of the students both for the now and the future. This study was carried out to investigate if the use of library and its materials contribute in the success that the students achieve? Only one hypothesis was formed to set the pace for this study: “the attitudes and success of Junior and Senior postprimary school students are not significantly influenced by the use of the library” 100 students of the Junior Secondary III who are moving up into the Senior Secondary Class and 100 of the out-going SS III students, which brings a total of 200 students were investigated. Chi-square technique was used as a means of testing the hypotheses at the level of 0.5. In the realm of libraries, especially within Nigerian universities, the incorporation of AR and VR technologies offers a groundbreaking opportunity to revolutionize traditional methods of information dissemination and user interaction. This research paper intends to delve into the potential of AR and VR technologies in augmenting user engagement and how it can improve learning outcomes within Nigerian university libraries. By conducting a comprehensive review of existing literature and analyzing relevant case studies, this study aims to uncover best practices, identify challenges, and assess the overall impact of these immersive technologies on library services. Furthermore, the research explore innovative ways in which AR and VR can be utilized to cultivate interactive learning environments, enhance information literacy, and deepen the connection between users and the vast array of library resources available to them. The paper also seeks to address the specific needs and realities faced by Nigerian university libraries, and also contribute meaningfully to the broader conversation surrounding innovative library practices and the pivotal role of technology in fostering academic success, and finally suggest methods through which AR and VR can be effectively integrated into library services, thereby enhancing the educational landscape and empowering users in their quest for knowledge.Item Awareness and Perception of Plagiarism of Postgraduate Students in Selected Universities in Ogun State, Nigeria.(Digital Commons (UNL), 2016-02) Idiegbeyan-ose, Jerome; Nkiko, Christopher; Osinulu, IfeakachukuPlagiarism undoubtedly constitutes a seemingly imperceptible threat to the growth of genuine global scholarship. The understanding of various perspectives of the phenomenon is critical to finding a lasting solution. It is against this background therefore, that the study investigated awareness and perception of plagiarism of postgraduate students in selected Universities in Ogun State Nigeria. Survey research design was used while adopting stratified and random sampling methods to select 338 respondents from federal, state and private Universities for the study. The findings revealed average level of awareness of plagiarism among postgraduate students, level of training influenced their level of awareness; pressure to meet deadlines, inadequate writing skills and lack of knowledge of what constitutes plagiarism were found to be responsible for the malaise. The study also revealed a significant positive relationship at r = 0.294 and p < 0.05 implying that as awareness increases, the positive perception of plagiarism would also improve. However, it revealed a significant difference in perception of plagiarism at f(2,327) = 25,000 and p < 0.05 implying that what postgraduate students perceived as plagiarism differ across the types of institution. The paper concluded that plagiarism is a heinous academic crime which negates the main objective of research to discover new facts and expand the frontiers of knowledge. The paper recommended the intensification of awareness and sensitization programmes on plagiarism by various institutions; that the National Universities Commission should enforce the use of Turnitin in all Nigerian Universities and the introduction of information ethics as a compulsory course of study in the tertiary institutions.Item Awareness and use of electronic databases by postgraduates in the University of Ibadan(Library Philosophy and Practice, 2018-10-01) Akinola, Ayodele O.; Shorunke, Oludare A.; Ajayi, Stephen A.; Odefadehan, Oluwaseun O.; Ibikunle, Femi L.Globalisation through modern information and communication technology (ICT) is revolutionising the conduct of teaching and research in universities all over the world, particularly in developing countries such as Nigeria.
