    Challenges and Benefits of Institutional Repository Sustainability in Public Libraries in Nigeria

    Objective. The study investigated the challenges of Institutional Repository Sustainability in public university libraries in Nigeria. Method. A questionnaire was administered to 230 librarians from public university libraries in Nigeria. The sample of repository institutional was purposive, all registered on Open-DOAR, whether functional or non-functional. Results. The main sustainability challenges with Nigerian institutional repository were: funding, content populating, poor synergy between IT and library staff as well as lack of qualified staff, lack of sustainable Internet connectivity, electricity supply, among others. Most librarians have a doctorate and little experience in Institutional Repository Sustainability. The study also proposed recommendations for IRs.Conclusions. There is a need for a paradigm shift in the process of managing the sustainability of institutional repositories. Libraries cannot be bystanders in the economy and production of knowledge.

    LEADERSHIP AND INNOVATIVE BEHAVIOUR IN THE TWENTY FIRST CENTURY ACADEMIC LIBRARY

    The paper considered leadership and innovation behaviours in the academic libraries of the 21st century. Based on an extensive review of literature it explored concepts in leadership behavior that can engender innovation in academic libraries. It was discovered that change is inevitable in environment due to the emergence of a pervasive application of information technology and communication to its operations. Thus, the 21st century library needs to integrate emerging technologies to its routine activities as well as expand the frontier of its services to gain competitive advantage over other information retrieval systems in order to ensure continuous relevance and sustainability. Noting that the extent to which libraries would deploy technologies and conform to global standards is determined by the quality of prevailing leadership competencies and skills. However, it was observed that the Nigerian academic libraries have not been able to find their footings in the scheme of effective leadership and innovation. It is therefore recommended that libraries; promote culture which supports new services, innovation and emerging technologies, put people at the centre by redefining services to provide easy experience for all library users among others.

    Facilitating conditions and institutional repository sustainability by librarians in public university libraries in Nigeria

    Purpose – This study aims to investigate the facilitating conditions (FCs) and how these FC affect institutional repository (IR) sustainability practices in public universities in Nigeria. Design/methodology/approach – A survey research design was adopted in this study. The study population comprised 542 librarians from public universities that have IRs across Nigeria. A sample size of 230 librarians was determined using Taro Yamane’s formula. A multi-stage sampling technique was used to select the respondents in three stages, which were purposive, stratified and purposive sampling. A structured, validated questionnaire was used for data collection. Data were analyzed using descriptive and inferential (simple and multiple regression) statistics at a 5% level of significance. Findings – The result revealed that the availability of FCs (ßeta ¼ 0.459, t(211) ¼ 7.719, p ¼ 0.000) has a positive and significant influence on IR sustainability in public university libraries in Nigeria. The F-test (1, 223) value of 59.582 shows that there is sufficient evidence to substantiate the model’s usefulness in explaining IR sustainability. The R2 (0.211) indicates that 21.1% of the variation in IR sustainability is explained by the availability of FCs in public university libraries in Nigeria. The finding suggests that the availability of FCs is a vital predictor of IR sustainability in public university libraries in Nigeria. The result also depicts that out of the eight parameters that measure the availability of FCs, it was current awareness of IR that had a positive and significant influence on IR sustainability. Originality/value – This study concluded that ICT skills and FCs are contributory factors to IR sustainability practices by librarians in public university libraries in Nigeria. It was recommended that university administrators formulate policies that promote the sustainability of IR and provide adequate funds to support IR sustainability. Furthermore, the library management in public university libraries in Nigeria should drive content recruitment and create awareness of the IRs among students and faculty to ensure continued use.

    Impact analysis of e-Databases’ job relevance, output quality and result demonstrability on faculty research motivation

    Purpose – The purpose of the study is to ascertain whether or not faculty members would be motivated to use e-Databases for research considering the impact of the Technology Acceptance Model2 (TAM2) cognitive instrumental processes of job relevance, output quality and result demonstrability. Design/methodology/approach – The survey research design was applied. The selection of samples was based on a multistage sampling technique involving; purposive, simple/systematic random and total enumeration procedures. Five colleges and departments each were selected from the three universities that provided the setting for the conduct of this study, out of which a sample of 135 was drawn from the total population of 209. The questionnaire method was used for data gathering. Ninety-five percent return rate of the administered instrument was observed. Descriptive and inferential statistical tools were employed for data analyses. Findings – Job relevance, output quality and result demonstrability are motivators of faculty use of e-Databases for research with result demonstrability wielding the strongest influence. Use of e-Databases for research is based on the usefulness level perceived of them. Faculty are highly predisposed to using the technology for research with the chances of getting published in reputable journal outlets ranked highest among other factors that influence faculty use of e-Databases. Originality/value – The conceptualization of TAM2 cognitive instrumental processes as system characteristics and motivators of e-Databases use among faculty towards research engagement advances the understanding of intention to use e-Databases for research.

    Achieving the 4IR University Library in Sub- Saharan Africa: Trends, Opportunities, and Challenges

    The paper examined the university library in the Fourth Industrial Revolution (4IR) and the preconditions for achieving and sustaining the same in Nigeria. 4IR is characterized by a level of automation, deployment of emerging technologies and artificial intelligence, internet connectivity and accessibility to the global information network, subscription to reputable online databases, quality and comprehensive collection in diverse formats, preponderance of digital natives among patrons, increased demand for seamless access to online resources and virtual operations, new library spaces (learning commons, research commons and makerspace), open scholarly communication, research data management, social mediation applications, digital curation and preservation. The challenges militating against effective crystallization of 4IR university libraries include: financial constraints, inadequate infrastructure, resistance to change, inadequate skills and competencies, security and intrusion issues, lack of exposure to international standards.

    Perceived Influence of Bibliotherapy on the Rehabilitation of Drug Addicts in South-West, Nigerian Teaching Hospitals: An Investigative Study

    This purpose of this study is to investigate perceived influence of bibliotherapy on the rehabilitation of drug addicts in South-west Nigerian teaching hospitals. The study specifically identified the pattern of information utilisation by drug addicts; examined the approaches used by medical librarians in administering bibliotherapy and the perception of drug addicts on behaviour modification using bibliotherapy. Extant literatures related to the topic were reviewed. The survey research design was used for the study and the population of the respondents consisted of Forty – Eight (48) drug addicts purposively selected from six (6) teaching hospitals (Federal, State and Private) in South West, Nigeria. Questionnaires were used as instrument for data gathering and were pretested for validity. It was analysed using frequency, percentages and four – point Likert scale. Hypothesis was also tested using spearman’s rank correlation coefficient. Out of 48 questionnaires administered, 45 were returned and found useful representing 94% response rate. The survey revealed that respondents used specific reading materials for information with mean of 2.9; they used novels, short stories, poetry, plays and biographies to improve their psychological wellbeing with mean of 3.1; it was also revealed that they read online books on addiction and recovery with mean of 2.6, among others. The study also revealed that bibliotherapy assisted them to recognize when they were likely to relapse; it assisted them to avoid and cope with relapse and encouraged abstinence from addictive substances. The result of the correlation indicated a low positive relationship between pattern of information utilisation and behaviour modification. Hence, the null hypothesis was rejected. It was recommended that health information professionals should work with mental health practitioners in providing access to information that would enhance behaviour modification among drug addicts.

    An Appraisal of Emerging Issues in the Law and Practice Relating to Bail, Bondspersons and Forfeiture of Recognizance in Nigeria.

    A basic constitutional right of a suspect who is held in the custody of any law enforcement agency, on allegations of commission of any offence not punishable with death, or who is arraigned in court on criminal charges, is the right to bail. This right is predicated on the principle that any person accused of or charged with the commission of a criminal offence is presumed innocent unless and until his guilt is proven beyond reasonable doubt in a court of law. Thus, every person suspected, accused of or charged with commission of a crime may be admitted to bail, pending the final determination of the case against him. In exceptional circumstances, bail may be granted also to a person who has been found guilty of a criminal offence, pending the determination of his subsisting or proposed appeal. Actual grant of bail by a court of law is discretionary which discretion must be exercised judicially and judiciously, and more often than not, an order granting the accused person bail is made either unconditionally or subject to some conditions usually referred to as the terms of bail, which may include self-recognizance, entering into a bond, deposit of money or production of some surety, sureties or bondspersons. Depending on the circumstances and the disposition of the court, these conditions are considered necessary in order to guarantee the availability of the accused person to face his trial, until the final determination of the charge against him. Where an accused person who is granted bail upon production of sureties or bondspersons, jumps bail, there is an obligation on the part of the surety/bondsperson to produce the accused person; else the surety may be liable to show cause before the Police or the court why the surety should not be made to forfeit the recognizance he entered into as a condition for admitting the accused person to bail. A lot of controversies and confusions has has arisen from the practice and use of bondspersons, the abscondment of an accused persons who is on bail, the practice of revocation of bail and forfeiture of recognizance in Nigeria. This paper is aimed to explain as well as examine the law and practice as they relate to grant of bail to suspects in the custody of law enforcement agencies, persons charged to court on commission of criminal offences, the use of recognizance, sureties or bondspersons in Nigeria, jumping of bail and and the concept of forfeiture of recognizance in Nigeria. The aim of the authors is twofold; to clarify the law and principles for the benefits of all practitioners and stakeholders in criminal justice administration, and to examine the practical application of the law in this filed with a view to determining to what extant the practice in Nigeria is in tandem with extant law, reasonableness, and modernity as well as the extent of conformity of the law in Nigeria to international best practices.

    Makerspaces: The Next Generation Library Tool for Capacity Building in Developing Countries

    The idea of makerspace in a library is one that has re-emphasized the importance of library spaces in today’s digitally controlled society. Makerspace as a concept promote creative learning, critical thinking, communication, collaboration, and problem-solving skills among people and also inspires them to shift from being passive consumers to active creators. The library makerspace provides space for people of all ages to build prototypes, explore new ideas, and build something together, thus enhancing human capacity building among library users. Consequently, this paper theoretically examined makerspace as a library tool for capacity building in developing countries. The concept of makerspace, makerspace tools, and the best practices for effective makerspace were discussed. The paper also explored makerspace as a library tool for capacity building as well as the challenges faced in creating library makerspaces. The paper concluded that library makerspaces provide a safe place for people to feel comfortable creating and using powerful tools without feeling pressured.

    Use of Agricultural Extension Information for Mitigation of Soil Degradation in Ondo State, Nigeria

    Aims: This research work examined the use of agricultural extension information to mitigate soil degradation in Ondo Central senatorial district of Ondo state, Nigeria. The study identified significant sources of soil degradation in the study area, determine how often the farmers used the available information on soil degradation mitigation and identified observed changes that occurred on the soil in the past five years. Methodology: A multi-stage random sampling technique was used in selecting respondents. Data were collected with the use of a structured questionnaire and interview schedule from 180 registered farmers across six communities in Ondo East and Ifedore Local Government Areas in Ondo Central senatorial district of the state. Results: Results of the study shows that soil degradation changes observed include a great increase in water logging, soil erosion and dumping of biodegradables. The most important source of information on soil degradation is agricultural extension agents. Information on organic manuring and planting of cover crops were the top two information category used to mitigate soil degradation by the respondents. Test statistics showed that there was no significant relationship between changes in soil degradation and information use for mitigating soil degradation at .05 level of significance (P = .07; χ2= 1.957). Conclusion: Agricultural extension services served as the most significant source of information for the farmers on soil degradation mitigation. There was observed overall increase in soil degradation over the period of 5 years (2012-2017). The use of available information to mitigate soil degradation was occasional despite the availability of information.

    JOB SATISFACTION AS CORRELATES OF CAREER COMMITMENT OF LIBRARIANS IN SELECTED UNIVERSITIES IN EKITI AND ONDO STATE, NIGERIA

    The study was designed to investigate the correlation between job satisfaction and career commitment of librarians in six selected university libraries in Ekiti and Ondo States, Nigeria. The study adopted a descriptive survey research method and utilized questionnaire to generate data for the study. Total enumeration technique was used to cover a study population of fifty four (54) librarians working in the six universities selected in Ekiti and Ondo state, Nigeria. Three research questions were presented for the study, and two hypotheses were tested at 0.05 level of significance. Data collected were analyzed using simple percentage, Pearson Product Moment Correlation and regression. The study revealed that there is a significant relationship between job satisfaction and career commitment of the librarians working in universities in Ekiti and Ondo State, Nigeria. Also, there was a significant difference between career commitment of librarians working in private universities and those working in public universities in Ekiti and Ondo State, Nigeria. The study recommended that the university administrators should make available all the necessary equipments to facilitate librarians’ duties and improve their job performance and also provide conducive working environment for them. The university manage should organize training on the job to improve their performance and librarians should be well remunerated and recognised. All these will make them to be satisfied with their job and be highly committed to their career.

    Analysis of health information sources available to rural farming households in Ondo state, Nigeria

    This study identified various health information sources at the disposal of the rural farming households in nine selected Local Government Areas (LGA) of Ondo state, Nigeria. The perceived characteristics of the identified health information sources was also examined. The study determined how these perceived health information characteristics influenced the adoption of three selected public health programmes (Family planning, Immunization and Roll Back Malaria). Data from 272 households were analysed using both descriptive and inferential statistics. The result of the analysis showed that majority of the respondents indicated radio as the first source of information about the three health programmes. For example, radio was the first source of information about Family Planning (71.0% of the respondents). There was no significant relationship between adoption of (Family planning, Immunization and Roll Back Malaria) and the first source of information about these public health programmes. It was recommended that stakeholders in the development of rural public health programmes should take advantage of radio as a means of health information dissemination and ensure it is strengthened for sustained use.

    Information Availability and The Effectiveness of Indigenous Practices to Combat Lactation Challenge Among Female Farmers in South Western Nigeria

    The study was conducted to assess information availability on indigenous practices in order to combat lactation challenge among nursing mothers who are farmers in South West Nigeria. It assessed the perceived effectiveness of the identified indigenous practices to combat lactation challenge. The study also determined the attitude of the respondents towards the use of available indigenous practices to combat lactation challenges. A total of 480 nursing mothers were selected across 30 communities in three South Western Nigeria states based on the number of Local Government Areas in each of the State. Structured interview schedule and questionnaire were used to collect data from the respondents. Frequency, percentage and mean were used to analyse data while chi square and correlation (PPMC and Spearman Rho) were used to test hypotheses. Information was ‘highly available’ on eight out of sixteen indigenous practices for combating lactation challenge identified across the study area. The use of pap has the highest information availability mean value of 2.93 it also has the highest awareness mean value of 3.0. The study further revealed that age (r=0.722, p-value=0.000≤0.05) had strong positive significant association with perceived effectiveness. Marital status (χ2 = 27.67, p=0.000) also have significant relationship with the perceived effectiveness of available information. The level of education (r= -0.56, p-value=0.000≤0.05) had significant but moderate negative association with the perceived effectiveness of available information on indigenous aids to lactation. The study concludes that various indigenous practices to combat lactation challenge were numerous in the study area and further medical empirical research into these indigenous practices should be conducted in order to make them a component of affordable maternal health care solution

    ICT Skills of University Freshmen and their Projections for Improvement upon Graduation: A Case Study of Elizade University, Ilara-Mokin, Nigeria.

    The paper reported the outcomes of the assessment of the information and communication technology (ICT) skills of freshmen in a Nigerian private university and the projection of the students for improvement at graduation. It became necessary in this digital era, where it is assumed the Millennial are digital natives, to know what computing capabilities fresh university students are coming with from their earlier educational exposures and also to know their expectations for ICT skills honing at higher educational level. The findings show that although many of the students are proficient users of varying devices (desktop, laptop and mobile devices), laptop is their preferred device for academic work. It also indicated that laptop and smartphones are their best choice for a device combination. The students are more skilful in E-mail (159%), web browsing (53%), online registration (57%), mobile apps use (53%), e-banking (49%), e-commerce (44%). Whereas they show interest in learning other skills, they indicated that the ICT unit is the arm of the university perceived to contribute the most to their skills improvement during the study years. Recommendations were made based on the findings.

    Industrialization is an improvement of existing manufacturing processes through invention or the creation of new technologies to make activities easier for human to execute. The fourth industrial revolution has several technical factors that needs to be studied properly to ensure it safety and feasibility, however the inclusion of the human component as the central and main focus in this revolution is rarely mentioned. This overview critically examines roles and challenges encountered by man in the new industrial revolution. The collaboration of human-machine component and their performance was also in this paper.

This study is a review on ideal research laboratory in 21st century. The aim is to highlight the features of an ideal research laboratory in the conceptualization of ideal breakthrough research in 21st century. The report examines what research looks like in the 21st century and the things expected in an ideal research laboratory in 21st century. The concept of research was explained, the skills needed in the 21st century were stated, the research development trend was highlighted and the guidelines for the ideal research laboratory which is expected to produce ideal breakthrough results were also be presented.

    Job-related Stress and Job Performance among Librarians in University Libraries in Nigeria

    This study investigated the incidence of job-related stress and how it affects job performance of librarians and library officers. Three universities in Lagos State, Nigeria were selected for the study. The study adopted a survey method and questionnaire was used to gather data from 86 librarians and library officers from the university libraries. The study revealed that jobrelated stress is prevalent among the librarians and library officers. It identified lack of opportunity for career development, low salary/compensation, work interference with family time, the absence of training, lack of motivation, lack of co-operation and lack of conducive working environment as factors responsible for job stress. The study further identified low productivity, increased absenteeism, hypertension, job dissatisfaction, frustration, depression and negative job attitude as effects of stress on the job performance of librarians and library officers as consequences of stress. The study concluded that librarians and library officers in Lagos state experienced the stress of exhaustion and burnout resulting from too many routines leading to tiredness and lack of enthusiasm, lack of motivation and frustration. They also experience time-related stresses which include a shortage of time to attend to students with different information needs almost at the same time and time to meet up with publications, The study recommends efficient and effective service delivery in the nation's university libraries, parent institutions should help in reducing sources of stress among library staff in university libraries, among others.

    Librarians’ perception of disaster preparedness as precursor for effective preservation and conservation of library resources in Nigerian university libraries

    The study examined librarians' perception of disaster preparedness and its effect on effective preservation and conservation of library resources, focusing on university libraries in the Southwest geopolitical zone of Nigeria. The survey research design was adopted. The university libraries that provided the data and institutional setting for the study were randomized using the ballot system after which total enumeration technique was employed to take complete census of the population. The population comprised 327 librarians and library officers drawn across federal and state university libraries in the region. The questionnaire and interview methods were used for data collection. Results affirmed, as postulated, that preservation and conservation of information resources would be more effective if disaster preparedness measures are incorporated into the process. As a result, both approaches were found to be complementary. It was also discovered that the core digital preservation strategies are not being practiced in university libraries in the studied region. Consequently, it was recommended that effort aimed at all forms of preservation strategies should be employed to ensure the longevity and sustainability of all information resources.

    Prospects and Challenges of Web 3.0 Technologies Application in the Provision of Library Services

    The chapter examines the prospects and challenges of the application of Web 3.0 technologies as they relate to semantic web, federated search, mobile application, and their impact on library services. The principles, features, application, potentiality, and challenges of the technologies vis-à-vis library services form the broad objectives that guided the chapter. Following a brief retrospective review of the developments of web technologies, the chapter discusses Web 3.0 from the context of semantic web, cloud computing, federated search and virtual reference services. It broadens the prospects of Web 3.0 as it affects the provision of web-based services like its flexibility as solution to digital content volatility and ability to widen cloud-based services using open source electronic library software among others. Having expatiated the challenges Web 3.0 portends for web-based library services, the chapter concludes with the need for librarians and users to co-create value for participatory librarianship.
